Quality Assurance Program

eTelic is committed to providing high quality solutions for the SeaPort-e projects. High-quality technical performance will be maintained through adherence to our quality assurance plan (QAP) throughout the task order life cycle.
Our comprehensive QA program assesses conformance to performance standards, processes, and industry best practices and frameworks such as ISO, CMMI and PMBOK (PMI), assures compliance to product and contract requirements, and seeks to continuously improve quality.
Our QAP applies a variety of methods, tailored to delivery of high quality IT support across the task order lifecycle. This approach provides timely visibility and feedback on quality and process performance and initiates corrective actions and improvements. The specific QA method used depends upon the functional area work being performed and the applicable Seaport-e policies, procedures, Performance Work Statement (PWS) and standards.

Standardized Procedures and Processes
Our managers and Task Order staff will follow the policies and procedures within our QA Plan to ensure standardization across all tasks by following standard operating procedures (SOPs), using checklists and forms during auditing and data collection, and developing detailed outlines and standardized formats. Further they use most up-to-date FARs, standards, specifications, instructions, Government processes, and other task order related materials.

Quality Control Review/Audit Process
eTelic’s Seaport Program Manager is responsible for coordinating execution of quality activities and ensuring that all Task Order PMs comply with the plan.
ur QAP is applied to all Task Orders, and is reviewed for adequacy and completeness on a periodic basis. eTelic’s SeaPort Program Manager and Task Order PMs will maintain continuing oversight of ongoing work activities to validate that both internal and Government standard processes are followed.. Also integral to QA audit/review process is customer and employee feedback that provides practical insight into any problems with our processes, practices, and controls.

Handling Corrective Actions
eTelic’s corrective action approach ensures QA audit/review actions are identified, documented, analyzed, and corrected to prevent a problem from occurring or reoccurring and to improve processes.

The process steps include:

  1. Identify – The potential problems/risks are identified based on reviews/audits and customer feedback.
  2. Documentation – Action item is documented, tracked and assigned
  3. Root Cause Analysis –to identify the root cause
  4. Plan – corrective action is planned for correction steps, estimated completion date
  5. Correct – The corrective action planned is execute
  6. Monitor – The result/effectiveness of the actions taken is verified.

Continuous Process Improvements
eTelic uses an iterative process to measure and collect metrics depending on Task Order requirement – may include Earned Value Management (EVM), Six Sigma, perform analysis, and report findings to the management team.
Our processes are continually being upgraded to make our processes and procedures more efficient, by incorporating new and improved techniques, technologies, tools and innovations, feedback from QA audits, management reviews, “Lessons Learned”, training SeaPort task managers on Quality Plan elements/product knowledge requirements.

U.S. Navy (Naval Advancement Center, Pensacola FL)
The U.S. Navy’s advancement program requires examinations by personnel in order to properly evaluate their skills and job performance. Officials desired to automate a heavily manual examination development process. The exam process requires a significant number of DoD-mandated business rules. This Examination Development System is a web-based application that embodies all those business rules along with associated security requirements, including smart cards and encryption. Services provided included:

NEAS / EDS Compliance and ITSS -Navy Enlisted Advancement Center, Pensacola FL
U.S. Navy – Navy Advancement Center, Pensacola FL
The advancement of sailors in the Navy is governed by complicated business rules that were embodied in a million lines of COBOL code. These were largely undocumented (i.e. they evolved through multiple Navy directives and became convoluted). The system integrated with 30+ other systems as well. We converted this application into a more modern system, without impacting any of the 30 integrating systems, while having the same advancement results (calculations) as in the older system. The fact tables held ~18M records for each cycle (~6 cycles for the year, 20 years of data). Services provided included:

NRC Recruiting Programs Consulting Services – Optimizing Navy Recruiting Process
U.S. Navy – Recruiting Command, Millington TN
U.S. Navy Recruiting had a good recruiting process, but the evolution of rules had complicated it. This caused a significant number of mini organizations to sprout up in order to validate different aspects of a recruit – in turn, blurring the transparent status of a recruit’s application. We identified the root causes and enabled the organization to be on the right track to reduce their recruit decision and readiness time. Services provided included:
